The planning proposal from developer Vernon Property Trust wanted to construct 13 two-bedroom dwellings and a basement car park at 203 Wendouree Parade.
Councillor Samantha McIntosh put forward an alternate motion to refuse a planning permit despite the recommendation of council officers to vote in favour of it.
Near-by residents fear that the large-scale housing complex would be a “hideous intrusion in a tranquil and happy neighbourhood”.
The residents’ general sentiments were echoed by 55 objections during the public exhibition process. Many were also concerned about the possible increase in traffic, over-development and loss of neighbourhood character.
Additional plans included a combination of two- and three-level sections on the corner of Dawsons Avenue.
On behalf of the developer, architect Peter Vernon said the land had been in his family for more than 85 years and that they only desire for modest housing growth and diversity in the city.
He argued that only 15% of the project was supposed to be three-levels high, noting that the construction site had no heritage overlays.
